Per the order (para. 15), satellites deployed after 30 Jul 2026 lose processing-round priority until the earlier of 30 Mar 2028 or 50% deployed (30 Oct 2027 if Amazon certifies construction and launch procurement). Per the order (para. 18), the surety bond is forfeited if the 50% milestone is not met on 30 Jul 2026.
